Carl Christian Carsten was born in Germany on April, 1865, Carsten also known as "Carl" and "C.C”, other names he would go other than his government name. As a young child, not American born, he migrated with his family from Germany to the United States.
Where he spends some of his life in Davenport, Iowa where he originally settled from Germany. He would go on to continue his education and college in Grinnel College, 1989 now known as Iowa College. After college, he continued residing in Iowa and taught at the nearby school in Iowa. He later received a Masters in 1900's and his Phd in 1903 at the University of Pennsylvania. During his years through graduate year he made a name for himself, developing skills for himself "a genius for thorough case work” reported Chicago journal ("Social service review," 1939).From there he joined the New York Charity Organization Society, Prevention of Cruelty to Children. He had a passion to push positive development service in place for neglected children.
In 1903, the new President Grafton Cushing of Massachusetts Society for the Prevention of Cruelty to Children (S.P.C.C) hired based on Carsten background in aid, assistant work. Afterward, Carsten gained the position as general secretary for Massachusetts Society for the Prevention of Cruelty to Children(S.P.C.C) for a long period of time. It was stated in the Chicago journals he was there from 1907 to 1920 ("Social service review," 1939).During Carsten's time at the agency he redirected the focus from physical abuse to neglect and child cruelty. In stated in the articles “Instead of investigating and prosecuting families, his agents were to prevent family breakdown”. This was a new approach. Throughout his time continue have safe guard, continued to advocate protections for the neglected, and abused with and upturn in the agency expanding with 27 branches through his positive guidance.
During his time with M.S.P.C.C, he was invited to be the committee Chairman because of his great involvement in child advocacy. Where he would present an imperfect presentation stated by Mr. Carsten where he reported with committee to in Baltimore, MD. In effect, of the presentation he was successful the 17 representative agreed to the establishment of the BEI, which is the Bureau for the Exchange of Information. The Constitution was presented that Article 1 in 1920 that name would be changed to Child Welfare League of America. It wasn’t until a year later in 1921 that it was officially established the Child Welfare League of America, and Doctor Carsten the first director of the League.
