The primary areas for reforms of policies on children were child labor, compulsory education, and adoption for labor. The CWLA, advocated changes in policies in these areas. They were somewhat successful in changing perception and policies. This was also largely aided by women’s suffrage and by the rapid advancement in technology during the 1920’s. Setbacks came some instances, especially child labor laws. They did get the child labor laws passed but were struck by court including the United States Supreme Court. No child labor law would stand court challenges until later part of the 1930s. Since, country was in the Great Depression by that time, the issue of children working in factories and farms became a lesser issue because of the high adult unemployment.
The Orphan Train, between 1954 and 1929, about 250,000 children were taken from their families transported to gain better life but the trade off they would work the farms or perform work for them. Many of these children come from poor conditions, sickness also contributed by nasty living conditions, and death caused loss of parents. During this time people stated to experience real definition of slum, were majority of the neighbor experience high crime rates, houses and building were deteriorating, lifestyle of the neighbor were severely declining. Because of the bad living conditions it caused an influx of the creation of gangs that were a form of protection, rise of theft and prostitution occur. Also, around this time, they really did not have a foster care system or building for people to go to, instead family way form of fostering for orphan child in informal way around this era.
Out of the homelessness and orphanages caught the attention of Charles Loring Brace. He then would in turn form an organization Children Aid Society (CAS), very much had the same concept for CWLA, and based on neglected children. Mr. Loring was intrigued and concerned over the growing population of homeless and orphaned because he was concerned they may become violent, dangerous society as they get older. He became an advocate and pushed for better living and a home created a plan to take them away from the overpopulated cities of New York or nearby cities. This was seen as the modern foster system and set the precursor of fostering systems onward.
