I learned that during this era children were plagued by the lack of freedom to be child. Either they were attacked by the child laboring systems, lack of food, sanitary environment, lost of a parent or parents. Many of these kids ended up as orphan or homeless, with no education. Carsten, did become a great advocate for safe haven for children, of neglected. What he stand for did expand for even more changes during and after him. Fostering system were developing from high case of homeless children, compulsory education that decrease the laboring of children. To my understand, during my research it validate that being a advocate to a particular issue you must have patience, and strong ambition on what you believe in. That developing a program, policy or positive changes persuaded over a long period of time. Dr. Carsten himself present what he believed with committee at conference. In result, from persuasion, his passion of what he believe he developed the B.E.I, which later became called CWLA
