Dr. Carstens changed the way the social services to children and many of his ideas have survived the test of time and are still very much in use today. Family unification is still social service policy is still in use today. Programs like TANF, SNAP, Wic, and Medicaid aim to assist to keep families’ together s that desperate parents do not feel the need abandon children to the system in order that they may be fed and medically cared for.

Today many Americans harbor a false belief that the vast majority of social benefits go to blacks families, when that is not the case. This is largely the result of mass media giving high exposure to black inner city poverty and largely ignoring white suburban poverty. This has turned the delivery and implantation of children and family services into a racial and political issue with the Republican Party stirring up hate among the white towards the poor black people.
This has enabled the Republican to try to cut social benefits to families with children and to institute schemes to bully the poor with things seen as drug testing for all welfare recipients. The Republicans instituted a mas drug testing for welfare scheme in Florida and it was found that only 2.67 percent of those receiving social services tested positive which is less than a half of the general population with a 5.2 percent positive test ratio. (ELLEN KLAS). Although the courts have shot down the Republican drug testing scheme, the Republicans will no doubt continue to open other fronts in their war on poor children. I believe if Dr. Carsten were still alive, he would marvel at the social services system for the children, which he was a large part responsible for being largely intact all these decades later.
